Experience
Dick Kelly’s experience includes service as an Air Force pilot, career as an executive manager for the Telephone Company and serving as a city councilman and mayor for the city of Palm Desert.
Throughout Dick Kelly’s career he managed large budgets and maintained
a financially sound organization. His expertise is inspiring people to
work as a team using technology as it becomes available to provide
the best service possible.

Knowledge
Dick Kelly throughout his life has taken advantage of university classes, seminars, conferences and individual study to keep abreast of information available for projects, programs and technology that will help him better serve the constituents he represents.
Dick Kelly has the knowledge and common sense experience to understand what it takes to maintain a financially sound city where people want to do business, live and enjoy life.

2008-2012 GOALS


PALM DESERT FIRST

1. Build an aquatic center to include a competition pool and an
indoor therapy pool using modern technologies to insure health and
safety standards.

2. Build a state of the art indoor fitness center to include an indoor walking and running track for year round use.

3. Keep abreast of needs and resources to provide Palm Desert residents
and businesses with the best police and fire protection found anywhere
in the world.

4. Continue cooperation with private schools, local school districts,
College of the Desert, Cal State San Bernardino University Palm Desert Campus and University of California Riverside to insure Palm Desert residents have choices and opportunities for excellent education
programs on all levels.

5. Complete a new I-10 Portola Interchange as a non commercial entrance
to Palm Desert and continue providing the best most beautiful streets and roads found anywhere.

6. Complete a bicycle and walking path along Palm Desert’s north border from Monterey to Washington and improve Bicycle and Golf Cart Lanes throughout the city.

7. Keep informed of economic trends and State finances to insure Palm Desert continues to maintain budgets that provide financial security
enabling the City to continue its excellent service providing public safety, parks, recreation, culture and upkeep of infrastructure for the quality
of life Palm Desert residents enjoy.

8. Promote use of developing technologies to help Palm Desert residents conserve energy; protect the beauty of surrounding hillsides and encourage improving recycling programs and use of products manufactured from recycled materials.

9. Support Palm Desert staff in contracting the lowest rates possible to provide Palm Desert residents and businesses with utilities, recycle, hazardous waste and trash pick up services.

10. In each decision, study every angle and weigh what will benefit
Palm Desert residents and businesses most and cast my vote for their
best interests.
